Where to find somewhere that actually recycles old textiles?

I have a large garbage bag of old fabric scraps, tshirts, worn out socks and underwear, etc. that I want to recycle. However, a lot of the textile recycling places in my city (Houston) seem to just ship anything remotely wearable to Africa. I’d rather donate my old textiles to somewhere that will actually recycle them into new garments or reuse them as insulation or something similar. Any ideas on where I can take my stuff or how to better weed out the fake woke “recycling” companies?
