What happens to the under paid workers when unethical businesses get shut down??

Probably sounds like a dumb question but is there any programs in place to find underpaid fast fashion workers new jobs?? People (like me) boycott places like forever21 or shein because of how shady they are with paying their workers a fair wage. But from my understanding a big number of those workers accept the horrible wage because it’s one of the only jobs available?? So let’s say SHEIN went out of business or started losing money (from this rate though I never see that happening smh), they’d have less money to pay workers and all in all have to start firing them… what happens with those workers??

Again I might just be missing a piece of the puzzle here sorry
