Is buying second-hand clothing considered as slow fashion?

I've been reading today about fast and slow fashion and will probably write a blog about it but this question just came into my mind! Would you consider buying second-hand clothes regardless of their brand a slow fashion?

In my opinion it is but would like to hear your views on it too!
